CURRENT RELATIONS
Visits from both sides continued to give new impetus to bilateral relations between Algeriaand Brazil. As a result, numerous high-level visits took place covering almost all areas. Needless to say, the Coronavirus health crisis did not spare any country, which is why the last working visit from the Brazilian side dates back to 2018, when former Brazilian Foreign Minister Aloysio Nunes Ferreira visited Algeria on July 22 and 23, 2018 with a high-level delegation.
The President of the Popular National Assembly of Algeria, Mr. Brahim Boughali, accompanied by a parliamentary delegation, visited Brasilia on the occasion of the inauguration of His Excellency Mr. Luiz Inácio Lula da Silva on January 1 and 2, 2023.
In addition, it is important to highlight the frequent participation of the two countries delegations in various events, such as that of the President of the Arab Brazilian Chamber of Commerce, Mr. Rubens Hannun, leading a delegation, at the 52nd edition of the Algiers fair, which took place from June 18 to 23, 2019.
Algerian delegations, in turn, take part in events organized in the Federative Republic of Brazil, in all areas to deepen cooperation with the Brazilian side. The last one was the participation of a delegation led by General CHANEGRIHA Saïd, Chief of Staff of Popular National Army, as representative of the President of the Republic, Supreme Chief of the Armed Forces, Minister of National Defence, in the 13th Edition of the Defence and Security Exhibition (LAAD-2023), organized in Rio De Janeiro from 11th to 14th April 2023.
Legal framework for cooperation
The legal framework includes many agreements covering almost all areas, they are:
• Agreement on Maritime Transport and Navigation, signed in Brasilia on April 13, 1976.
• Agreement for the creation of an Algerian-Brazilian Joint Committee for Economic, Commercial, Scientific, Technological, Technical and Cultural Cooperation, signed in Brasília on June 3, 1981.
• Agreement on Scientific, Technological and Technical Cooperation of June 3, 1983
• Economic Cooperation Agreement, ratified on February 9, 1988.
• Memorandum of Understanding for Political Consultations of Two MFAs, signed in Algiers, February 26, 2005.
• Visa exemption agreement for citizens holding diplomatic or service passports, signed in Brasilia on May 12, 2005 (JORADP 13/2006).
• Memorandum of Understanding on the conclusion of bilateral negotiations for Algeria's accession to the WTO, signed on May 11, 2005.
• Veterinary Health Cooperation Agreement, signed in Brasilia on May 12, 2005 (JORADP 34/2006).
• Commercial Agreement, ratified on January 14, 2007. This Agreement replaces the Commercial Agreement, signed in Brasilia on June 3, 1981.
• Agreement on “Technical Training in Pediatric Cardiac Surgery”, signed on June 23, 2008.
• Agreement related to the “Management and Standardization of Care for Burned Patients Project” signed on June 23, 2008.
• Amendment to the aforementioned Agreement on the implementation of the project “Management of water and soil conservation in the wetlands of the eastern coast”, signed on June 23, 2008 in Algiers.
• Cultural Cooperation Agreement, signed in May 2009.
• Cooperation agreement in the area of health and pharmacy, signed on July 13, 2009.
• Instrument for establishing a strategic dialogue mechanism signed in Brasilia on July 19, 2010.
• Memorandum of Understanding in the area of agriculture and livestock, signed in Brasília on July 19, 2010.
• Memorandum of Understanding on sanitary and phytosanitary safety of products of animal and plant origin and other agricultural topics of mutual interest.
• Agreement on the “Project to strengthen dairy farming in Algeria” and its amendment.
• Agreement on the “Project for the Management and Monitoring of Forest Ecosystems” and its amendment.
• Memorandum of Understanding between the Diplomatic and International Relations Institute (IDRI) and the Rio Branco Institute, signed on July 23, 2018.
