NOTICE – VOLUNTARY AFFILIATION TO THE NATIONAL PENSION SYSTEM (CNAS)

As part of the measures and actions launched by the President of the Republic, Mr. Abdelmadjid TEBBOUNE, to ensure that the concerns of members of the National Community Abroad are addressed in the best possible way, the Consulate General would like to inform Algerian nationals who wish to join the National Pension System that a registration platform is available to them via the following link:

Conditions for voluntary membership
1. Be an Algerian national;
2. Be registered with our Consulate General;
3. Be under 55 years of age on the date of membership;
4. Be in paid employment or similar and/or be self-employed;
5. Not be subject to compulsory membership of the national social security system.
Voluntary membership of the national pension system for members of the national community abroad, and the payment of contributions, entitles members to:
1/ benefits in kind under health and maternity insurance: Medical procedures generally covered by the national social security system.
NB: Health and maternity insurance benefits in kind are reimbursed in accordance with the legislation and regulations in force, provided that the related procedures are carried out exclusively in Algeria. Health and maternity insurance benefits in kind provided under voluntary membership are not paid outside the national territory.
2/ Pensions or retirement allowances, as applicable: Beneficiaries of voluntary membership of the national pension scheme for members of the national community abroad who have reached the age of 65 and who can prove:
Five (5) to fourteen (14) years of contributions entitle them to a retirement allowance.
Fifteen (15) years or more of contributions entitle the beneficiary to a retirement pension.
NB: The retirement pension under voluntary membership of the national pension scheme for members of the national community abroad is calculated on the basis of the average contribution base for the last ten (10) years of contributions.
3- Redemption of contribution years: If a voluntary member who has reached the age of sixty-five (65) does not meet the contribution requirements to qualify for a pension or retirement allowance, they are entitled to have the missing years validated, up to a maximum of five (5) years,
in return for the payment of redemption contributions. The redemption contribution base is equal to the base validated for the settlement of the retirement pension.
Before you begin:
Before starting your application for voluntary membership of the national pension system on the above-mentioned website, you must have scanned, legible copies of the following three (03) documents:
1. Birth certificate for nationals born abroad;
2. Valid consular registration card;
3. Recent and valid proof of professional activity in the country
of residence (work certificate, pay slip, commercial register, etc.).
Legal framework:
– Executive Decree No. 22-351 of 18 October 2022 establishing the specific conditions and procedures for voluntary membership of the national pension system for members of the national community abroad who are engaged in professional activity outside the national territory, as well as their rights and obligations.
– Interministerial Order of 5 January 2023 establishing the terms and conditions for the payment of social security contributions relating to the voluntary affiliation of members of the national community abroad to the national pension system.
